Introduction - Scope of Guide

This research guide assists you in locating California regulations. California's regulations are published in the California Code of Regulations (Located in Westlaw Database) which consists of 28 Titles covering different subjects. All of the Titles, except for Title 24 the California Building Standards Code, are available at the Main Library under the title Barclays Official California Code of Regulations, with the call number KFC35 1990 .B3. They are also available online from the California Office of Administrative Law (OAL) website.

Title 24, the California Building Code, is available in print at our library, at call number KFC35 .A222, and is available online from the California Building Standards Commission website

What are California Regulations?

California has over 200 state agencies, such as the California Public Utilities Commission, Coastal Commission, Department of Fair Employment and Housing, and Department of Motor Vehicles. Many of these agencies have been granted the authority by the State Legislature to approve rules related to the agency's business in order to implement state statutes. These agency rules are called "regulations," and they are just as binding and enforceable as statutes passed by the State Legislature.

The California Code of Regulations is a compilation of the current regulations that have been approved by California state agencies. This compilation was formerly called the "Administrative Code," but since 1988 it has been replaced by the Code of Regulations.
