Proposed and Final Regulations

Proposed Regulations. When an agency proposes new regulations, a notice appears in the California Regulatory Notice Register (also called the "Z Register" and formerly called the California Administrative Notice Register until 1989) which is published online by the California Office of Administrative Law. A notice also appears in the Barclay's unofficial California Regulatory Law Bulletin, which is available on the Lexis database back to 1989.

The state law that governs the administrative rulemaking process is the California Administrative Procedure Act, located at Government Code §11340 - §11361. For more information about the agency rulemaking process, see this page entitled "Rulemaking Process" on the OAL website.

Final Regulations. When a new regulation goes into effect, the text is filed with the Secretary of State and published in Barclay's California Regulatory Code Supplement (formerly called the California Administrative Code Supplement until 1989). The Regulatory Code Supplement consists of update pages that are incorporated into the print Code of Regulations, which is published in looseleaf binders. 

Final regulations are codified in the California Code of Regulations. The Code is posted on the OAL website and available in print at the Main Library under call number KFC35 1990 .B3. You can also search the California Code of Regulations on the Lexis or Westlaw databases, which can be used for free in the library.
