Statutes, Codes, and Regulations

Statutes are written laws passed by Congress or a state legislature and signed into law by the president or state governor. Codes are statutes which have been organized and codified by subject area. Regulations are rules adopted under authority granted by a statute. Regulations can be issued by a municipal, county, state, or federal agency. 

Federal Law

Codified federal statutes are known as the United States Code (U.S.C.). 

Medicare laws: Title 42 U.S.C. 1395-1395b-9 and Parts A-E, found online at http://www.law.cornell.edu/uscode/, under Title 42, Chapter 7, Subchapter XVIII.

Medicaid laws: Title 42 U.S.C. 1396-1397f, found online at http://www.law.cornell.edu/uscode/, Title 42, Chapter 7, Subchapter XIX and XX.

Code of Federal Regulations (CFR)

Medicare regulations are at Title 42 CFR 400.200 to 424.555 and 475.1 to 498.103; see also Title 42 CFR ''430.0 et seq, 430.10 et seq., found online at http://cfr.law.cornell.edu/cfr/, under Title 42, Chapter IV.

Medicaid regulations are at Title 42 CFR 430.30 to 430.104 and ''435.2 to 436.1102, found online at http://cfr.law.cornell.edu/cfr/, under Title 42, Chapter IV.

California Codes and Regulations

California (Medi-Cal) statutes and regulations:

The California Code for Medi-Cal is at California Welfare & Institutions Code 14000-14029.5, found online at https://leginfo.legislature.ca.gov/faces/codes.xhtml.

California regulations regarding Medi-Cal are California Code of Regulations (CCR), Title 22, sections 50000-50965, found online at https://oal.ca.gov/
